Temporary Workers

In addition to an entry visa, temporary workers must obtain a work permit which is issued pursuant to a job offer in strict accordance with the terms of that offer. The goal of temporary foreign worker immigration programs in Canada is to meet pressing labor needs that cannot be met locally. To be authorized to work in Canada, the foreigner must have a work permit or an authorization to work without a permit. Employers must demonstrate that they have made the necessary efforts to recruit Canadian citizens or permanent residents before hiring a temporary foreign worker and that the employment will result in positive or neutral labor market effects. To do so, they must obtain a Labor Market Impact Assessment (LMIA), or be exempt in case of economic, cultural or other competitive advantages for Canada.
